Community corrections rates are the number of people serving a community corrections order per 100,000 adults.

Commentary

In 2008, Victoria’s community corrections rate stood at 195.7 per 100,000 adults, the lowest in Australia. The national average was substantially higher (337.0), as were the rates in New South Wales (337.3) and Queensland (432.4). Northern Territory had the highest rate at 704.9


Between the September quarter 1999 and the December quarter 2008, Victoria’s community corrections rate initially declined from 208.1 per 100,000 adults to 164.9 per 100,000 adults in the March quarter 2001. It then increased to a high of 219.2 in the December quarter 2005.


After falling again to 183.7 per 100,000 adults in the September quarter 2006, Victoria’s community corrections rate then increased, reaching 199.2 in the December quarter 2008. This was 0.9% lower than in the December quarter of 2007.
Nationally, the community corrections rate during the December quarter 2008 was 339.4 per 100,000 adults, 1.7% higher than in the December quarter 2007.


In other states and territories, the December quarter 2008 community corrections rate (compared to the December quarter 2007 rate) was:

  • higher in the Australian Capital Territory (by 9.5%), Queensland (by 6.4%), South Australia (by 4.5%), and Tasmania (by 3.0%).
  • lower in the Northern Territory (by 8.5%)
  • relatively unchanged in New South Wales (up 1.1%), and Western Australia (up 0.7%).

Explanatory notes

Used as the numerator for calculating rates, the count of people serving community corrections orders is an average of the number on the first day of each month in a calendar year. It includes people serving parole orders and interstate/Commonwealth orders.
