Data in the graph are daily average numbers per month and exclude people serving post-sentence orders (parole) and orders not issued by Victorian courts (interstate/Commonwealth orders).
Commentary
Between April 1991 and March 1992, the only type of community corrections order was a community-based order (CBO) (with supervision). In March 1992, 5,481 people were serving this type of order.
Intensive correction orders (ICOs) and CBOs for fine default were first imposed in April 1992.
The number of people serving ICOs initially increased rapidly, reaching 324 by December 1992. Throughout 1993 to 1995 the number remained relatively stable.
The number of people on CBOs for fine default stayed relatively low until June 1993, when it started to increase. By December 1993 it had increased sharply to 1,243. After a period of stability, it increased rapidly again between August and October 1994 (from 1,052 to 1,908), before decreasing and stabilising again.
In November 1993, the first CBOs with community work only were used. There were an average of 1,230 people serving this order in that month. By November 1994, 1,752 people were serving this order and in December 1995 there were 1,634.
