Young Adult Offenders

The Council is examining sentencing approaches to young adult offenders (aged between 18 and 25). The review will:

  • examine the evidence on young adults’ development and maturity
  • summarise the sentencing framework for young adults in Victoria
  • provide a statistical profile of cases involving young adult offenders in the five years to 30 June 2018, including the use of the ‘dual track’ system
  • provide an overview of possible alternative approaches, looking at those taken in other jurisdictions.

The project team will consult with key stakeholders, organisations and government agencies.

The Council plans to release its findings in a report to be published in late 2019.
