In May 2006, the then Attorney-General asked the Council for advice about:
- the merits of introducing a scheme in Victoria that would allow for the continued detention of offenders who have reached the end of their custodial sentence but who are considered to pose a continued and serious danger to the community
- the structure of such a scheme if it is introduced.
In the context of this reference, the community issues paper considers legal responses to the continued detention of high-risk offenders and poses 10 questions on detention and supervision options.
